- runs the compat matrix against the 2.0 and 1.6 lines, with the old routers on the client side and, separately, on the hosting side - resolves each line's newest stable release at run time instead of pinning versions - makes the compat workflow callable and runs it first in Validation (All); the soak validations start once it finishes, whatever its result, so the two sets of environments don't share us-east-1's VPC quota - keeps link config local on smoke test routers older than the first release that applies controller-managed link config, since they ignore it and would start with no links
