Adds an optional `totalUsage` to the client metrics feature summary (similar to the existing `lastHourUsage`), one `{ environment, yes, no } `entry per environment, summed from the hourly table and the daily rollup and bounded by the metrics retention period.
The window split matches how exposure counts are computed for release plan automations.
Gated by the `totalUsageMetrics` experimental flag.
