Christopher Kolstad 7099f0d4d4 Configure Dependabot for GitHub Actions and npm (#12230 )

Added configuration for GitHub Actions and updated schedule for npm
dependencies.

Since the rest of our repos are using dependabot, this configures
dependabot as our dependency updater.
