### Interesting
- Type signatures resolutions have changed a slightly bit, so some of
our Knex queries needed to be extracted for tsc to manage to type
analyse and pass type checking. All tests are green, so I'm assuming I
managed to reproduce the behaviour, in particular
src/lib/features/project/project-read-model.ts has some extra variables
to pass typechecking.
### Other considerations
- Do we still build the way we did? (pnpm pack produces the same
files/artifact as yarn pack)
- Will this merge cleanly with enterprise (which runs prepack)?
#### Known unknowns
- I've changed our vite.config.mts in frontend to use vite's own built
in tsconfigpaths, but Thomas pointed out that he tried that already and
ran into some issue when enterprise used the dependency, so we'll need
to double check that it works, and be ready to rollback to using the
deprecated plugin (and accept that vite gives us a warning that this is
now native functionality).
### Build failures
- Expected is openapi validation on main, we've changed to using pnpm
action rather than yarn action so it won't recognize yarn as a
packageManager on main
- dependency scanner, due to how pnpm resolves dependencies, we now have
a more direct dependencies, which our scanner apparently is scoring too
low for it to be OK with them. These were already a dependency, just
transitively rather than direct, so I'm comfortable with this.

## About the changes
Based on the first hypothesis from
https://github.com/Unleash/unleash/pull/9264, I decided to find an
alternative way of initializing the DB, mainly trying to run migrations
only once and removing that from the actual test run.
I found in [Postgres template
databases](https://www.postgresql.org/docs/current/manage-ag-templatedbs.html)
an interesting option in combination with jest global initializer.
### Changes on how we use DBs for testing
Previously, we were relying on a single DB with multiple schemas to
isolate tests, but each schema was empty and required migrations or
custom DB initialization scripts.
With this method, we don't need to use different schema names
(apparently there's no templating for schemas), and we can use new
databases. We can also eliminate custom initialization code.
### Legacy tests
This method also highlighted some wrong assumptions in existing tests.
One example is the existence of `default` environment, that because of
being deprecated is no longer available, but because tests are creating
the expected db state manually, they were not updated to match the
existing db state.
To keep tests running green, I've added a configuration to use the
`legacy` test setup (24 tests). By migrating these, we'll speed up
tests, but the code of these tests has to be modified, so I leave this
for another PR.
## Downsides
1. The template db initialization happens at the beginning of any test,
so local development may suffer from slower unit tests. As a workaround
we could define an environment variable to disable the db migration
2. Proliferation of test dbs. In ephemeral environments, this is not a
problem, but for local development we should clean up from time to time.
There's the possibility of cleaning up test dbs using the db name as a
pattern:

but I didn't want to add this code yet. Opinions?
## Benefits
1. It allows us migrate only once and still get the benefits of having a
well known state for tests.
3. It removes some of the custom setup for tests (which in some cases
ends up testing something not realistic)

5. Forces us to keep old tests up to date when we modify our database
## About the changes
If we're going to be releasing from tip of main, the commits are already
tested and linted, there's no need to run all these checks

Since we now use functions, we need more permissions than just GRANT ALL
PERMISSIONS ON DATBASE. In addition we need to be allowed to create
functions in the schema that's actually being used. This PR takes the
easy way out and say that we need OWNER privileges on the database. That
guarantees that we can do all we do in our migration scripts.
### Discussion points
We might encounter some pushback on this, if so, we'll need to say that
we need
`GRANT ALL PRIVILEGES ON ALL FUNCTIONS IN <schema>` in addition to GRANT
ALL PRIVILEGES ON DATABASE, where <schema> is the schema selected in
their configuration.
This commit changes our linter/formatter to biome (https://biomejs.dev/)
Causing our prehook to run almost instantly, and our "yarn lint" task to
run in sub 100ms.
Some trade-offs:
* Biome isn't quite as well established as ESLint
* Are we ready to install a different vscode plugin (the biome plugin)
instead of the prettier plugin
The configuration set for biome also has a set of recommended rules,
this is turned on by default, in order to get to something that was
mergeable I have turned off a couple the rules we seemed to violate the
most, that we also explicitly told eslint to ignore.
