* Harden actions

- Pin remaining actions
- Specify top-level/default `permissions: contents: read` in build.yml
- Set `persist-credentials: false` on checkout
- Add an environment for nuget publish job and use `release` event trigger
- Add dependabot cooldown

* Update .github/workflows/build.yml
