Ben Duncan 6fb73c2ddd fix: find node planes from the node's configuration, and admit only a node's own address as a network test target (#1455)
* fix: find node planes from the node's configuration, and admit only a node's own address as a network test target

Node facts looked for planes only on br-wan, br-lan and br-vpc, so a host
whose addresses sit on plain NICs (a Vultr or OCI VM) reported no planes:
the topology had no links, every port read unused, and Run test stayed
disabled. Each plane now resolves to the device holding the node's
configured address: ovn-encap-ip for vpc, the node's own host for lan,
and vpcd.external_interface (or the bridge it is a port of) for wan, with
the br-* names as the fallback.

A run request now names its target node, and the client admits only the
address that node reports for the plane. The old subnet rule refused
legitimate WAN tests on Vultr, where each VM has its own /23, and admitted
strangers sharing a cloud subnet.

The network test's selects showed their raw values (__all__) because Base
UI's Select needs its options as items to render a label.

* fix(ui): list a plane on a plain NIC without an empty bridge, and note a shared LAN port as well as a shared bridge

* fix(vultr): turn on public addresses in the default subnets once the Vultr pool is live

* fix(ui): say where an RDS database goes, and how to use another VPC, when no DB subnet group exists
