Splits TestLoadBalancer into 4 sequential subtests (ALB/NLB × internet-facing/internal). Each suite creates its own TG + LB + listener, runs its traffic test, and tears down before the next starts. Replaces the per-suite throwaway client VM with a single long-lived probe server launched at fixture setup; per-suite internal traffic tests GET /probe?ip=...&proto=... against it instead of cold-booting a fresh client. Drops peak instance count from 5 to 4 (2 app + 1 LB + 1 client), so the internal phase passes on capacity-constrained dev nodes that previously hit InvalidInstanceType (see mulga-siv-76, mulga-siv-77 for the underlying spinifex bugs).
