joshsiv-mulga e1c164d663 fix(e2e): open default SG :22 ingress via structured form before witness launch

The daemon currently drops the top-level shortcut AuthorizeSecurityGroupIngress
form silently (mulga-siv-79), so the default SG starts with no inbound :22 and
the witness EIP awaitBaseline tunnel times out under DDIL CI. Mirror the
workaround already present in lb_test by issuing the structured IpPermissions
form before LaunchWitnessVM. Idempotent on InvalidPermission.Duplicate so reruns
in the same cluster are safe.
