Move the eks-gateway-fetch implementation to agents/eks/gatewayfetch behind Run(ctx, Config) error, writing its TSV to Config.Out. The binary keeps flag definitions, environment defaults, parsing, its log prefix and exit code; each former fatal site returns an error with the same text.
