joshsiv-mulga d5849c6b3a refactor: move quota admission to domains/admission/quota

Relocate the quota service, live counters and vCPU records from
handlers/quota to domains/admission/quota. Package renamed from
handlers_quota to quota; callers with a local quota identifier import it
as admissionquota. KV buckets, subjects and error codes are unchanged, and
the package's existing debt edges move with it unchanged.
