Phase8b's 3min SSH timeout on a fresh-VPC VM (CI run 26037892507) is the customer-visible surface of mulga-siv-105 — vpcd's handleIGWAttach returns before ovn-northd compiles + the gateway chassis installs flows. Two other cleanup-only bugs (siv-106 missing spinifex:cidr, siv-107 dnat_and_snat double-delete) showed up in the same triage. Keep the test hard-failing so the regression stays visible, but dump a triage bundle on timeout so each occurrence is actionable: - guest console output (last 4KB — boot + cloud-init state) - ovn-nbctl show + ovn-sbctl show - Logical_Router external_ids (confirms siv-106 reproduction) - NAT rules (confirms siv-105 + siv-107 surface) - Port_Binding chassis,up (confirms gateway port up state) Diagnostics go straight to stdout (Step/Detail rationale) so they stream live in CI rather than dumping at PASS/FAIL.
