Josh Siviour 4507b0cb60 feat(lambda): add GetFunctionCodeSigningConfig for unsigned functions (#1467 )

Code signing is unsupported, so the read only proves the function exists and
returns AWS's body for a function with no code signing config: both members
present and null. A missing function is ResourceNotFoundException. It is
authorized as lambda:GetFunctionCodeSigningConfig on the function ARN and
needs neither the code store nor environment decryption.
