* test(nats): order Gather StopOnFirst frames causally, not by sleep

* fix(ec2/key): find a key pair by name past an unreadable metadata record

* fix(accountlifecycle): re-list at the drain deadline so a just-deleted resource is not stuck

* fix(eks): give only the exhausting subtest the short SG delete budget

* fix(eks): stop healthz and nodegroup Ready-gate tests racing fixed wall-clock windows

* fix(test): let in-process NATS clusters bind their own route ports

* fix(objectstore): list the memory store in S3 key order with real paging
