Josh Siviour ded44feedb refactor: register EC2 through the ingress seam and delete the legacy service switch (#1355 )

* test: characterise EC2 request labels and the cluster-unavailable gate order

Pins the span, audit, throttle and policy-gate labels an EC2 request carries through the signed pipeline, and that the NATS gate answers before policy, action lookup and gateway-local actions.

* refactor(gateway): register EC2 through the ADR-0002 seam

EC2 is composed in awsgw from domains/ec2/awsapi and served by the
registration seam. The legacy service switch and its tables are removed,
along with the two paid-off gateway allowlist rows.

* docs: record the EC2 seam registration in the package boundary migration

* docs: record the EC2 seam registration PR number
