joshsiv-mulga 254d898a3f refactor: inject the STS cluster JWKS lookup from handlers/eks ...

handlers/sts declares ClusterJWKSResolver and keeps JWKS decoding and
InvalidIdentityToken mapping; handlers/eks implements it as
OIDCJWKSReader beside the bucket and key layout helpers. awsgw and the
integration harness inject the reader. STS no longer imports any EKS
package, including tests, and the handlers/sts -> handlers/eks layering
exception is removed.
