joshsiv-mulga c01207b342 merge: fix/dhcp-vpcd-issues (mulga-998.b Fixes 1+1b+2+3) into feat/iso-installer

Fixes DHCP/vpcd external-path issues discovered during reboot drill on josh-banksia:
- Fix 1: persist veth-wan pair via networkd .netdev/.network
- Fix 1b: admin-up veth-wan-ovs via second .network unit (peer stayed LOWERLAYERDOWN)
- Fix 2: loud detectBridgeMode + verifyBridgeMode sanity check
- Fix 3: retrofit nat-addresses=router + network_name=external on every vpcd startup via RetrofitAllExternalLocalnetOptions

Bead: mulga-siv-13 (closed). Plan: docs/development/bugs/dhcp-vpcd-issues.md.
Reboot-drill evidence: smoketest 9/9, Drill 2 retrofit verified post-reboot.
