Josh Siviour ddadfa2812 chore: remove unused e2e suite-selection manifest and drift lints (#1331) ...

The targeted suite selector (select-suites) has not run in CI since its shadow-mode step was removed in #556.
The service-interfaces manifest, manifest-check and manifest-lint existed only to feed it, so they go too.
Also drops the now-meaningless e2e:allow-create markers, keeping their rationale as plain comments.
