Josh Siviour b034f3b2e9 fix(sqs): bring up loopback in the SQS guest before its store starts (#1409) ...

The guest's SQS nats-server listens on 127.0.0.1 and the worker dials it
there, but the kernel leaves lo down, so the store failed to bind and the
worker never polled. Also correct the stale CA comment in init.
