Josh Siviour 38f5dd0d41 feat(acm): minimal ACM-alike certificate service (#285 )

Stand up acm as its own AWS JSON 1.1 gateway service wiring the BYO-cert
import/store path ELBv2 HTTPS listeners need. ImportCertificate validates
tls.X509KeyPair, parses the leaf for domain/serial/expiry/key-algorithm,
mints arn:aws:acm:<region>:<acct>:certificate/<uuid>, and stores PEM (cert,
chain, key) in JetStream KV. DescribeCertificate/ListCertificates/
DeleteCertificate round-trip; access is account-scoped.

New gateway dispatch by X-Amz-Target (CertificateManager.<Action>); errors
share the AWS JSON 1.1 envelope with EKS. Wired through gateway/acm ops,
handlers/acm (service iface, store, NATS client), daemon handlers + acm.*
subscriptions, and service-interfaces.yaml.

Out of scope (future, same epic): RequestCertificate + DNS validation,
managed renewal, Get/ExportCertificate, tagging, ACM-PCA.
