GitHub Actions test summary was counting Go's top-level Test* parent plus its failing subtest as two distinct failures (the parent is just a rollup of its children). The summary now de-dupes by dropping any test case whose name is a strict prefix of another's, so the per-file counts and the Failures block both match the actual leaf-test outcome. CI run 26037892507 was reporting '2 failed' for single when it should have been 1. Also adds a collapsible Skipped section listing each skipped leaf test with its t.Skipf call-site reason (the .go:<line>: line from the CDATA). ANSI escapes from harness.Phase banners are stripped so the reason is plain text. Reasons are useful triage signal — current run has 9 skips spread across daemon gaps (mulga-siv-100) and pool-mode gates (InternetFacing_*). Refs: mulga-siv-89
