Julian Sommer 84278b794f chore: reintroduce dev branch in CI + scripts

- workflows: add 'dev' to push/PR triggers (spinifex.yml, ui.yml, e2e.yml)
- workflows: drop "Resolve Mulga Branch" fallback step; mulga is single-branch
  so checkout@v6 uses the default branch implicitly
- dependabot: route gomod/github-actions/npm PRs to dev
- diff-coverage.sh: pick origin/dev as base for feat branches, origin/main for dev
- iac/proxmox-template: default git_branch to dev for cluster builds

Collection of OpenTofu/Terraform templates for creating Spinifex instances.

Template	Description
proxmox/	Provisions a 3-node Spinifex cluster on Proxmox VE bare-metal hypervisors
aws/	Provisions infrastructure using the Terraform AWS provider, with MulgaOS AWS-compatible API as the local endpoint
proxmox-template/	Builds a Proxmox VM template with all Spinifex dependencies pre-installed (QEMU, Go, repos, modules)
