Ben Duncan c4f92608e1 fix: let the OCI principal topology pick a shape its tenancy has quota for (#1185)
Service limits are per tenancy. vm-single-principal now builds in its own, so
the shape the other topologies share can have zero quota there, and the apply
then fails before anything about the instance principal is exercised.

Measured in ours: standard-e6-core-count is 0 available, against 13 for e5 and
10 for standard3. The first principal run died on 400-LimitExceeded for Core
Instance, which reads as a capacity problem and is a shape with no quota.

OCI_PRINCIPAL_SHAPE overrides it for that topology alone and defaults to the
shape every other topology uses, so nothing changes where quota already exists.
