Julian Sommer 8f930e6275 refactor: consume the shared packages from bluebottle ...

Takes iampolicy, masterkey and sigv4 from github.com/mulgadc/bluebottle rather
than predastore, so the control plane no longer depends on the S3 server for
shared auth and policy code.
