Whether br-mgmt is a per-host island or one L2 segment spanning the cluster decides whether a system instance can reach the gateway address it was baked with. No artifact recorded which one a run built, and the environment is destroyed before it can be asked, so the decisive evidence for an LB agent heartbeat failure was gone by the time anyone looked. Records ports, address and fail_mode per node, then probes every node's br-mgmt address from every node. Islands reach only themselves and spanned segments reach everything; a mixed result is the failure this catches.
