* refactor(rds): move handlers/rds to domains/rds/instance

Mechanical ADR-0001 relocation of the remaining RDS instance resource to
its resource package, alongside engine, parametergroup and subnetgroup.
APIs, NATS subjects, KV buckets and behaviour are unchanged; only the
package name changes from handlers_rds to instance (imported as
rdsinstance). The frozen-legacy entry is removed and the allowlist
entries now name domains/rds/instance; the recorded debt remains.

* docs: name the RDS instance relocation PR in the migration record
