Mechanical whole-package move under the amended ADR-0001 daemon row. Package name, APIs, NATS subjects, storage and behaviour are unchanged; only import paths and path comments outside the package change. The interim daemon -> gateway -> handlers layering guardrail, the ADR-0007 network invariant scans and the instance-state ratchet locate the daemon by directory, so they now match runtime/daemon. Q-28's ownership and deployment refactor is recorded as deferred debt.
