Mechanical move permitted by the ADR-0001 lbagent amendment. The package becomes elbv2 under agents/; importers alias it lbagent. APIs, on-guest paths, NATS subjects and behaviour are unchanged. Q-30's data-plane boundary is recorded as deferred debt in the migration record. Also brings docs/DESIGN.md up to date with the current code: gateway dispatch and registrations, EC2 handler and NATS request signatures, RunInstances placement, daemon subscription form, volume mount subject, DescribeInstances scatter-gather, and the package layout.
