joshsiv-mulga 7e70222f17 refactor: move the viperblockd role to runtime/roles/viperblockd 
With the EBS adapter in providers/ebs/viperblock, services/viperblockd
holds only role supervision and the opt-in live data-path tests, so it
joins the other runtime roles. It was the last package under services/;
the frozen legacy list drops it.
