joshsiv-mulga de62ea1f8d chore(e2e): dump cross-chassis OVN state on guest SSH failure

Adds chassis registrations, port_binding claims, gateway_chassis rows,
ovs-vsctl topology, Geneve tunnel state, and br-int tunnel flows to
dump_guest_ssh_diagnostics so we can pinpoint where the cross-chassis
dataplane stalls (cr-gw chassis vs remote chassis with the VM bound).
