joshsiv-mulga 53a87fad8c ci(e2e): add nightly cell 19 for routed-NAT single-node suite ...

Cell 19 bootstraps with --external-mode=nat plus the CI static pool as
the public wan pool and runs the natuplink suite, covering the Tier-1
transit datapath and Tier-2 EIP ingress. The run step exits 0 when
natuplink.test is absent from the tests tar so scheduled runs against
branches predating the suite stay green.
