Self-hosted CI runners and the GitHub-hosted ubuntu-24.04 image often have none of apk, docker, or podman installed. apk-tools is not in the Debian 13 (trixie) repositories. Without one of these the rootfs build fails up front with 'no rootfs build tool available'. When all three are absent, fetch apk-tools-static from the configured Alpine mirror, extract it to a tempdir, and prepend it to PATH so the existing native-apk strategy below picks it up transparently. Requires only curl + tar, both of which are present on every CI runner that can already check out source. No-op when apk, docker, or podman is already present.
