Uncomments the [nodes.<node>.daemon.microvm] section in the generated spinifex.toml template and sets elbv2_enabled = true so all new clusters bring up ELBv2 LBs via the direct-boot microvm path. Operators can opt back to the legacy PC-machine path by flipping the flag to false in the rendered config. Required for end-to-end CI on this branch to exercise the direct-boot path. Existing clusters' configs are unchanged (the template only affects fresh 'spx admin init' renders).
