joshsiv-mulga a46f02cc63 fix: pin cell-25 to the NVMe-backed single-node runner ...

The three ci-single runners map to env3/bottlebrush, env10/banksia and
env11/wattle, and the cell landed on whichever was free. Only bottlebrush
has NVMe; banksia and wattle are Dells with none, which is where every
etcd flush measurement to date was taken.
