Ben Duncan 2727f4f121 ci: build the nightly matrix from the selected cells, not filter inside them (#1004)
The matrix job gated all 32 of its steps on a step output. A job whose every
step is skipped still completes green, so a dispatch that ran one cell reported
as a nineteen-job pass and was indistinguishable in the UI from a full one. The
only tell was duration: a deselected cell finished in 11-12 seconds.

Every green run in the recent history is such a dispatch, and every run that
actually executed the suite has failed. There was no known-good baseline; there
was a display bug.

A job-level if cannot fix it — matrix is not available in that context, since
it is evaluated before the matrix expands. So the selection moves ahead of the
matrix: a select job filters the cell table and the matrix is built from what
comes back. A cell that was not selected produces no job at all, which is
plainer than skipped and cannot be read as a pass.

The table moves to .github/e2e-cells.json so both the workflow and the filter
read one copy.
