The harness stopped wiring ECR's composed capabilities when the authorization-token action was composed, so every integration test that creates a repository or mints a token got ServerInternal. It now composes ECR as the awsgw role does, sharing the OCI registry, meta store and token issuer the /v2 data plane uses.
