Julian Sommer 8bf386617b fix: pin the spinifex-ui start test to its own config ...

The case seeded no config, so loadLocalConfig fell back to the host's
installed spinifex.toml. It passed on a provisioned dev box and failed on
a bare runner, where the region pre-flight fires before svc.Start().
