GOFIPS140 is a global build-config change: it alters every package's action ID, stdlib included. A target that omits it therefore shares no build-cache entry with one that sets it, and the two flavours cost roughly a full cold build to switch between. Seven targets set it inline while eight go invocations did not, so test-integration, test-harness, test-actions, test-segscan-oracle, bench and the go run tools all built the non-FIPS flavour. In CI this is load-bearing: the integration job wins the shared setup-go cache-save race, stores a non-FIPS cache, and every FIPS build in the other jobs then misses on every lookup. Export it once so the two cannot drift apart again.
