* fix: add GatewayMTU capping the gateway MTU at the internet path MTU

* fix: set gateway_mtu on the VPC gateway router port so oversized packets get ICMP frag-needed

* fix: wire the gateway MTU into vpcd and cover reconcile convergence

* feat: add host MSS clamp tables for the veth and routed uplinks

* fix: shorten MSS clamp comments and log the periodic ensure at debug

* feat: run the host MSS clamp loop in vpcd

* fix: run nft under the ambient CAP_NET_ADMIN instead of sudo

* docs: describe the gateway MTU and the host MSS clamp for the internet path
