joshsiv-mulga 09646388ed revert: remove the uncalled ADR-0007 codec and design stack from the ADR-0001 checkpoint ...

The instance transition-record codec, its tests and the slice 1a design
had no production caller. They leave this package-boundary checkpoint
and will be reapplied on a dedicated ADR-0007 branch. Slice 0
characterisation and the vpcd IMDS readers in
domains/ec2/instance/state stay.
