Josh Siviour 2983160374 fix(lbagent): emit JSON logs so console attributes reach the sink as fields (#617) ...

lb-agent configured no logger at all, so it fell back to slog's default
text handler. That folds attributes into the message, leaving the cause of
a failure trapped in a string: 'Heartbeat failed err="gateway returned
400"' arrived greppable but never queryable.

No OTLP export: the agent's only egress is the gateway it is watching, so
the host-side serial console remains the path that survives a blackout.
