Subject: [PATCH] ci: skip the e2e suites on test-only pushes

A unit test cannot change what e2e exercises, so a push touching only _test.go
files no longer provisions the tofu VMs. tests/e2e/** is listed after the
exclusion so the e2e tests themselves still trigger their own suites.
