Anso ebb6d5e4c8 docs(recovery): name what refuses a recovery capture and how to fix each cause (#2176 )

Deploys, updates and Git applies stop with "Rollback coverage is unavailable"
when a recovery generation cannot be captured safely. The Atomic Deployments
page now lists which inputs refuse a capture and which are recorded as not
captured, with each message and its fix, and Troubleshooting and Recovery point
to it. The health-gate page names the failure label shown in the recovery
panel, and Recovery describes what Rollback restores today.
