Anso 1b4a343435 ci: validate the docs build and links on pull requests (#2174 )

A docs page that Mintlify cannot parse is dropped from the site while every
other page keeps serving, so a broken page can ship unnoticed (one stayed
live for weeks). The new Docs Check workflow runs mint validate and mint
broken-links on pull requests that touch docs. The CLI version is pinned,
and the job has read-only permissions.
