Anso be9d1eacf2 ci: cut backend job time by removing real timeout waits and splitting Docker integration (#2016 )

Prune route tests waited out real 12s withTimeout budgets and the monitor
breaker tests waited real 8s janitor timeouts. Route tests now cap the budget
through a test helper and assert the budget each call requested; the breaker
tests advance fake timers. The Docker integration tests run in their own job
alongside the unit tests, with an aggregator keeping the required check name.
