Anso 84f335097c refactor(dashboard): give the Home stack health table's GitOps state its own column (#2068 )

The GitOps source-state tag (accepted, review required, pending update, and so
on) sat beside the stack name and crowded it. It now has a GITOPS column after
SOURCE, the name cell keeps just the name and the update icon, and clicking the
tag still opens that stack in the GitOps portfolio.

The column only appears while at least one stack in the table has a state the
tag can show, so an instance with no Git-managed stacks keeps the table as it
was. Stacks without a state read "--" in it, and a state this build cannot name
no longer leaves an empty clickable button behind.
