A placement decision that refuses records its reason once, and the reason is cleared only when an operator approves the placement, edits the policy, or a later change re-decides. A decision runs only when a placement change is pending, so a refusal recorded because an operation was in flight outlives that operation and nothing corrects it on its own. The facet card rendered the reason in the present tense. An operator arriving after a deploy finished was told the system was withholding a placement because a conflict was in flight, and had to work out that the conflict was over. The record is kept and the moment it was made is shown. The timestamp was already stored and already projected as the decision's own date; the frontend carried the field and rendered nothing. Re-deciding instead would need a trigger that does not exist today, and would let an automatic approval land at a moment the operator is not watching, which is a larger claim than the evidence supports. Both tests fail if the behavior is reverted. The backend case drives the real transitions: an operation in flight, a refusal recorded for it, the operation finishing, and the projection still reporting the decline carrying the moment it was recorded rather than the moment it was read. Verified against a running instance at desktop and phone width: the card carries the date in both, and the only desktop delta is the one added line.
