Anso 495bac574a fix: polish notification actions, topology icon, minimized progress, security sheet and timeline lanes (#2151 )

- Notification rows reserve room for every visible action, so the mute menu
  no longer sits on top of long messages.
- The Networking topology tab and the "Show in topology" row action use the
  graph-star icon instead of the Git branch icon.
- A minimized deploy progress pill now closes itself once the task succeeds,
  even if the pointer was over the dialog when it was minimized.
- The scan comparison sheet no longer refetches and blanks every time its
  parent re-renders.
- The Security masthead drops the review action that the "Why Action needed"
  card already offers.
- Timeline pills sit centered in their own lane instead of straddling the lane
  above, and compose file backups now appear in the Backups lane.
