Anso fc9591650a docs: state the pre-1.0 patch-line version policy (#2190 )

The upgrade guide still said new features arrive in minor releases and that
a breaking change moves the major version. Before 1.0 a compatible change,
features included, ships as the next patch of the current line, and a minor
step is an announced compatibility transition.

Rewrite the Version policy section to say so plainly, note on the image tag
page that X.Y and latest can bring new behavior before 1.0, and link the
operator policy from CONTRIBUTING.
