* fix(mesh): remove the leftover paid-tier gate Mesh is a Community capability. Drops the paid check from every /api/mesh route, the proxy-tunnel WebSocket upgrade, the Fleet Routing tab, and the dashboard data-plane poll. Permission and admin gates are unchanged, and the tunnel still requires a node proxy or full-admin credential. The tier header is still forwarded so older peers that gate the tunnel keep accepting paid centrals during mixed-version rollouts. * test(mesh): lock the activity stream and the Routing panel to Community Open GET /api/mesh/activity/stream as a Community admin and viewer so a restored paid check on that handler fails. Render the Routing panel, not only its tab, on a Community license, including while the license is still loading. Drop the Licensing pointer from the Fleet tabs sentence in the introduction. * test(mesh): keep read permission, read-only Routing and the Community poll locked Check that a user without node:read is refused on the status, aliases, activity and stream routes, that the Routing panel stays read-only without manage permission, and that the dashboard poll runs on a Community license. Fix two stale test comments and drop a stream assertion that could not fail.
