Anso 9f480e133b chore(whats-new): replace the feed with the 0.98.0 entries (#2170)
A new release now opens on a fresh What's New list instead of appending to
the previous one. The feed holds the 13 entries that shipped in 0.98, with
screenshots for the seven most visible changes, and drops the 0.97 entries,
the RBAC entry from 0.97.0, and three smaller 0.98 items that their feature
pages already cover.

Entry ids are prefixed with the release (v0-98-...), and an authoring check
fails when ids from more than one release share the file. That keeps a
leftover entry from shipping and guarantees the new last id differs from any
id a user has already seen, so everyone gets the unseen indicator once while
fresh installs stay quiet.

The eight screenshots used by removed entries are deleted. The new ones are
element crops with host names, node names and repository paths replaced.
